Lloyd J. Jordan, Executive Partner Motley Waller LLP. Mr. Jordan has over 30 years of experience in law and management. His areas of practice include real estate and land use, government regulations, and litigation. He serves as counsel to municipalities, developers of real estates, tenant organizations, tenant cooperatives, building management companies and financiers of real estate projects.
Mr. Jordan served as the Chairman of the District of Columbia Board of Zoning Adjustment. The Board is a quasi-judicial body responsible for applying the District of Columbia Zoning Regulations being empowered to provide owners of real estate projects with relief from the regulations were warranted. The Board also reviews the actions of the District’s Zoning Administrator to assure compliance with DC law. In this capacity, he has reviewed over 200 real estate projects in the District of Columbia.
Lloyd was involved in the deal negotiations and developing the Washington National’s Stadium. He was also part of the city’s negotiations with Major League Baseball that lead to the relocation of the Montreal Expos to this District.
Prior to entering private practice, Mr. Jordan served as the Director of Consumer and Regulatory Affairs for the District of Columbia. In this position, he was responsible for all building and land development compliance with the laws of the District of Columbia. During his administration, he supervised the start or completion of approximately $1.6 Billion of building and land development projects. He received numerous local and national honors for his work in creating modern building and land development operation.
Mr. Jordan served as the Building Code official and the Historic Preservation Agent of the District of Columbia. He is credited with turning around the District’s building and land use development process. He also served the District of Columbia as a member of the District’s Economic Development Task Force and Technology Task Force. He created the District real estate development ambassador program and pipeline.
Prior to coming to the District of Columbia, Mr. Jordan held several prominent jobs and positions in the City of St. Louis. For three years, he was the Chief of Staff to the Mayor of the City of St. Louis. He served as the Chairman of the Board of the St. Louis Development Corporation (SLDC). SLDC is a municipal corporation responsible for economic development in the City of St. Louis by fostering building and land development. SLDC also managed, and acquired properties obtained through the Land Reutilization Authority, the Land Clearance for Redevelopment Authority, and the Planned Industrial Expansion Authority. Mr. Jordan served as President of the St. Louis Municipal Financing Corporation, where he was responsible for issuance of approximately $ 1 billion dollars in real estate bond financings.
In St. Louis, he held the position of Special Counsel to the Mayor assisting in the management of the City Counselor’s Office. In this capacity, Mr. Jordan is credited with successfully negotiating two mammoth real estate deals. He was the chief negotiator between the City of St. Louis and TWA Airlines, in the relocation of the airline’s headquarters to St. Louis. Mr. Jordan led St. Louis’s negotiation with the Los Angeles Rams Football Club and the National Football League to relocate the football team to St. Louis.
Mr. Jordan has served as the city attorney and prosecuting attorney for several cities. He was appointed judge in the municipal court division of the St. Louis County Courts, where he presided for two years.
Mr. Jordan has served as outside counsel to the Resolution Trust Corporation, the federal agency charged with the liquidation of various federally insured financial institutions overly leveraged with non-producing real estate. He has been special counsel to the City of Birmingham, Alabama, City of Charlotte, North Carolina and the US Virgin Islands.
He has been featured several times in Ebony Magazine listed as one of the 100 most influential African-Americans in America. The Dr. Martin Luther King, Jr. Celebration Commission awarded him the Humanitarian Award. He has been awarded the keys to the cities to Birmingham, Richmond, Austin, Charlotte, Dallas, Memphis, and Gary. He has been made an honorary citizen of Louisiana, Kentucky, and Indiana. Mr. Jordan is a past international president of Omega Psi Phi Fraternity, one of the largest fraternal organizations in the country. He has served on the board of the National Black Leadership Roundtable and National Voting Coalition. He is a past president of the Mound City Bar Association, former Vice President of the St. Louis chapter of the NAACP, and President of the Washington University Black Alumni Council. Mr. Jordan also serves on the board of directors of several community-based organizations.
Mr. Jordan is licensed to practice law in Missouri, Illinois, Virginia and the District of Columbia. He is admitted to practice before the United States Supreme Court, the Eighth Circuit Court of Appeals, the United States District Court for the Eastern District of Missouri, and the Missouri Supreme Court and the Illinois Supreme Court. He is a member of the American Bar Association, the National Bar Association, the Mound City Bar Association, the St. Louis Bar Association, the D.C. Bar Association and the Illinois State Bar.
Mr. Jordan earned a Bachelor of Science degree in computer engineering and applied mathematics from Washington University in St. Louis. He attended St. Louis University School of Law where he received his Juris Doctorate. He attended Harvard University, has a Danforth Foundation Fellow.

The presentation seeks to encourage young black people to realize and recognize that success, power and achievement lie in their DNA. The presentation provides motivation for our youth to overcome the media’s portrayal of black people.
